Our Information and Assistance department helps seniors and persons with disabilities apply for certain state and federal programs such as energy assistance (L.I.H.E.A.P.) and Benefit Access Application (formerly known as Circuit Breaker). I&A staff also provide Medicare counseling/education through the Senior Health Insurance Program (S.H.I.P.). The Information and Assistance Department operates by appointment only Monday through Friday. Appointments are scheduled between 9 am and 3 pm at our Alton facility. The I &A Department at Senior Services Plus focuses on enhancing well-being and quality of life for seniors and those with disabilities by providing linkage to public benefits and resources. Listed below are some of the programs we assist with:
Benefit Access Application: Provides a license plate sticker discount and free bus pass to qualifying individuals.
LIHEAP (Energy Assistance) Income based. Apply once Sept.-May *subject to fund availability
Medicare counseling with SHIP (Senior Health Insurance Program) certified counselors who can also screen for Medicare assistance programs such as: Extra Help (Low Income Subsidy) and the Medicare Savings Program which are income and asset based.
Medicaid/SNAP/Cash Assistance – Income and asset based. Apply anytime.
Land of Lincoln Legal aid – helps clients 60 and over in Madison County - call 465-3298 to set-up an appointment
Veterans’ Assistance – Madison County Veterans’ Assistance Commission provides outreach at SSP on the second Wednesday of each month. Contact the V.A.C. at 618-296-4545 for appointments.
Options Counseling – Long-term care options and comprehensive needs assessments through a person-centered planning approach.
Independent Lifestyle Solutions – Help with home organization and/or basic budgeting for seniors 60+ in Madison County. Fee based program with a sliding scale.
Benefit Access provides a $75 discount on a license plate renewal sticker for one vehicle for qualified applicants. This benefit is good for two years and must be renewed at the end of the two year term. You may also apply for the MCT Free Ride program while doing the Benefit Access application.

Information and Assistance Specialists offer Option Counseling, education and referral services by appointment that help our consumers to learn about the many resources and benefits available in our community. All services are person centered and consumer directed.

Glen Carbon Senior Center- Glen Carbon-1st Tuesday of the month 8:30-11 am. Call 618-288-2664 for appt.
(Low Income Home Energy Assistance Program)
Provides a one-time credit to your energy provider based on your income, family size and energy source. We service seniors 60 and over from Madison County at our facility. Those with disabilities or those under 60 can seek help at Madison County Urban League or Wood River Hospital. Please note that if you have received a disconnection notice or are disconnected you will need to seek help at Madison County Urban League or Madison County Community Development.

Extra Help / LIS
(Low Income Subsidy with Social Security) helps lower the costs of prescription drug coverage with Medicare if you qualify based on your income and assets.

Please note that if you have Medicare and SSI or Medicare and full Medicaid or you are enrolled in a Medicare Savings Program, you automatically qualify for Extra Help.
